Harrisonburg Redevelopment and Housing Authority is monitoring the Federal Shutdown and Budget Discussions
Harrisonburg Redevelopment and Housing Authority is monitoring progress on the FY 2026 federal budget and is prepared for the government shutdown. The government is currently operating on a continuing resolution for FY 2025, which expired on September 30, 2025.
Two continuing resolution proposals to keep the government open failed to reach the 60 votes needed to pass. Congress is currently in recess, and the House is scheduled to remain in recess past the September 30 deadline to fund the government.

Harrisonburg Redevelopment and Housing Authority is not a federal agency and our staff are not federal employees.
We are not required to cease operations even if the federal government shuts down all non-essential activities.
Harrisonburg Redevelopment and Housing Authority has encountered federal shutdowns three times in the last 20 years with no operational disruption.
- 16-day federal government shutdown – October 1 through October 17, 2013
- 2-day federal government shutdown – January 19 through January 21, 2018
- 34-day federal government shutdown – December 21 through January 25, 2019
A federal government shutdown, for any reason, is disruptive, and causes harm to the people and businesses Congress is elected to serve.
Members of Congress receive increased pressure from their constituents to quickly resolve any matter that might interrupt federal funding or services.
Harrisonburg Redevelopment and Housing Authority is prepared.
Harrisonburg Redevelopment and Housing Authority is working closely with our partners at NAHRO to understand potential budget scenarios and advocate for federal housing programs. Funds are available to cover Housing Assistance Payments and Admin Fees through October and two weeks of November.
We will continue to monitor what is happening at the federal level and provide updates as we have more information. As of now, we do not anticipate any interruptions to our operations and will continue to deliver services to the community.
