The Housing Choice Voucher waiting list will remain closed.

Public Comment Notice

The Harrisonburg Redevelopment and Housing Authority’s Board of Commissioners Meeting will receive public comment on its proposed FY2026 Annual Plan and Moving to Work Supplement, its FY2026 Operating Budget, Administrative Plans and its Admission and Continued Occupancy Policies at its meetings on August 20, 2025 and September 17, 2025 beginning at 4:00 PM, or as soon thereafter as possible. These meetings will be held at Harrisonburg City Council chambers at 409 South Main Street, Harrisonburg, Virginia.

Bluestone Town Center Update!

As we progress in this exciting process of developing more housing in Harrisonburg, we are excited to share our next update!  During the week of April 15th, we are anticipating doing our ground boring tests for our senior and multi-family locations!

What is ground boring?

Ground boring is the process of using drills to collect soil samples so that the construction team understands the type of soil in a given space (e.g., hard or soft soil). This helps to set a foundation for construction plans!

Waitlist Closing

The Harrisonburg Redevelopment and Housing Authority will close its waiting lists and stop taking online applications for its Housing Choice Voucher (rental assistance), Franklin Heights, Lineweaver Annex, and Commerce Village housing programs effective Friday, September 6, 2024.

On March 18, 2024, Your firm is invited to submit an offer to Owner for construction of a facility located at: 298 E Washington Street/Elon Rhodes Lane Harrisonburg, Virginia 22802.  Bids must be received before 2:00 pm local standard time on the 17th day of April, 2024, for: Project: HRHA – Commerce Village II Annex

Project is for new construction of a residential building with a total of 16 dwelling units on two levels. Common space is included for resident services. Each unit has one bedroom, one bathroom, a kitchen and a living area. The construction is wood-frame. The exterior is a combination of brick and siding. The building will include a sprinkler system.

HRHA is seeking Proposals for the use of up to 8 Section 8 Project-Based Vouchers (PBV) with supportive services to be used in forthcoming new housing construction. Housing construction of apartments, townhouses or single family homes must be started by October 2025 and ready for occupancy by December 2026.

HRHA Landlord Training: NSPIRE

Upcoming Inspection Changes:

Significant changes coming to the inspection standards that must be followed in order to receive assistance through the Housing Choice Voucher program.

Changes will focus on resident health and safety. HRHA staff is available to answer your NSPIRE-related questions.

NSPIRE (National Standards for the Physical Inspection of Real Estate) changes are designed to focus on resident health and safety while addressing the increase in multifamily properties, and tenant and project-based vouchers.
